New Coordinated Human Service Mobility Plan Released for Virginia

The Virginia Department of Rail and Public Transportation (DRPT) has released the updated Coordinated Human Service Mobility Plan (CHSM), a statewide framework to improve transportation access for older adults and individuals with disabilities. The plan is now available on the DRPT website, with interactive StoryMaps for the state and regions expected in the coming weeks.

Required under the Federal Transit Administration’s Section 5310 Enhanced Mobility of Seniors and Individuals with Disabilities Program, the CHSM Plan evaluates existing services, identifies unmet transportation needs, and outlines strategies to close service gaps. It also establishes priorities that will guide DRPT’s Section 5310 funding decisions over the next four years.

Organizations applying for Section 5310 funding must show how their projects align with CHSM strategies. Beyond funding requirements, the plan serves as a strategic roadmap for transportation providers, human service agencies, and regional partners working to improve mobility across the Commonwealth.

The planning process included extensive outreach to riders, mobility managers, case managers, and service providers. Their input helped identify key needs and barriers, ensuring the plan reflects real-world transportation challenges.

In addition to guiding funding, the CHSM Plan is intended to support continued statewide and regional coordination. Stakeholders will have opportunities to re-engage as implementation moves forward. The 2026 update also introduces a new four-year revision cycle, replacing the previous three-year schedule.
